The purpose of this program is to develop and implement solutions that address environmental and/or public health issues for underserved communities, using a collaborative problem-solving process at the local level. Targeted communities include those with environmental justice concerns and/or vulnerable populations, including minority, low-income, rural, tribal, and indigenous populations. Funding is intended to build upon existing community understanding to establish and maintain partnerships that produce meaningful environmental and/or public health results. This program defines “environmental justice” as the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income, with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies.
