Description:

The Sperry S. & Ella Graber Packard Fund provides nonprofit organizations, government agencies, and schools with financial support in order to enhance the quality of life for residents in eligible locations. Applicants must submit a preliminary application prior to applying. Eligible activities benefit residents of Pueblo County.

Guided by a local Advisory Board, grantmaking is focused in two areas:

  1. Children, Youth, and Families
  2. Community Impact

The Advisory Board prioritizes funding for organizations and programs that:

  1. Are guided by community voice;
  2. Are culturally responsive;
  3. Focus on equity; and
  4. Demonstrate substantial impact.

Desired Results for Children (ages prenatal to 8)

  1. Young children reach their developmental potential and are ready to succeed in school and in life.
  2. Environments that impact children (home, neighborhood, programs, school) are safe, stable, and supportive.
  3. Adults are knowledgeable, responsive, and interact effectively with and on behalf of children.

Desired Results for Youth (ages 9 to 18)

  1. Youth have strong, positive, stable connections to family, peers, school, supportive adults, and community.
  2. Youth have the skills and support needed to handle stress, manage emotions, and tackle everyday challenges.
  3. Youth are equipped to make informed decisions about their relationships and sexual health.

Desired Results for Families

  1. Families have safe, stable, affordable housing.
  2. Families have equitable access to the nutritious food needed to thrive and reach their full potential.
  3. Families have the support and resources needed to earn a self-sufficient wage.

Community Impact

For nearly five decades, the Packard Foundation funded a wide range of agencies, projects, and programs that enhanced the lives of the people in Pueblo County. Community Impact grants honor this legacy and aims to be responsive to changing community needs and priorities in the areas of:

  1. Art, history, and culture
  2. Education
  3. The environment
  4. Human services
  5. Mental health
  6. Senior services

Eligible applicants:

Caring for Colorado will consider applications from and awards to organizations who benefit Colorado and are:

  1. Charitable nonprofit organizations with tax-exempt classification from the Internal Revenue Service; or
  2. Tax-supported institutions including state and local governments and schools.

New or emerging organizations are permitted to apply through a tax-exempt organization acting as fiscal agent. The most common type of fiscal agent arrangement is between a 501(c)(3) tax-exempt charitable organization and a non-tax-exempt group. The fiscal agent has the ultimate authority and responsibility to see that the funds are used for the purpose intended; it cannot simply be a pass-through organization.

Organizations who are awarded grants in the Children, Youth, and Families focus area are not eligible to apply for Community Impact funds during the same calendar year. Caring for Colorado Foundation does not fund:

  1. Grants to individuals
  2. Scholarships
  3. Debt retirement
  4. Building endowments or reserve funds
  5. Capital campaigns
  6. Membership campaigns
  7. Events or conferences
  8. Individual financial assistance programs
  9. Grants for academic research
  10. Anti-abortion efforts
  11. Religious organizations for religious purposes
  12. Financial support for political candidates
  13. For-profit entities
